On the 22nd times meeting of the Standing Committee of the 13th National People’s Congress closed on 17th of October 2020, which it revised the National Flag Law and the revised law will act on the 1st of January 2021.
Weidong Tong, Director of the National Law Office of the Legal Work Committee of the Standing Committee of the National People's Congress said that the national flag is a symbol and sign of the country, represents the authority and dignity of the country, and is an important part of the national system. This time the scope of the revision of the National Flag Law isn’t small, mainly to improve the standards of the National Flag, increase the occasions and norms for its use, Clarify the supervision department and etc.
“According to the characteristics of the national flag, grasp the different requirements, insisting on standardisation, encourage citizens and organisation to display and use national flags patterns on appropriate occasions.” Weidong Tong said.
The revised National Flag Law stipulates that the national flag should be displayed on important holidays and national anniversaries such as National Day, International Labor Day, New Year's Day, Spring Festival, and National Constitution Day. State organisations at all levels, people’s organisations, large squares, parks and other public areas should be displayed the national flag. Enterprises and institutions, villagers’ committees, residents’ committees, and residents’ areas (buildings, communities) display the national flag, if conditions permit for doing that.
According to the revised law, the national flag should be an important content of patriotism education. Primary schools and secondary schools should educate students to understand the of history and spiritual connotation of the national flag.
At the same time, the revised National Flag Law stipulates that the national flag that is damaged, defaced, faded, or substandard shouldn’t be displayed or used, the national flag shouldn’t be displayed or inserted upside down, or used in any other manner that undermines the dignity of the national flag. The law also clarifies that the national flag and its design shouldn’t be used as trademarks, patented designs and commercial advertisements, it also should not be used in private funeral and other inappropriate situations activities.
